АННОТАЦИЯ:
Обсуждаются проблемы underperformance, то есть неспособности достичь рассчетного уровня эффективности при наличных ресурсах, применительно к научной организации. Underperformance связывается с существованием системы стимулов, ориентирующих ученых прежде всего на захват ренты, а не научную и преподавательскую деятельность. В качестве иллюстрации предложен углубленный анализ случая underperformance Национального исследовательского университета – Высшей школы экономики.
Underperformance in theory and practice

The article discusses the problem of underperformance applied to scientifi c organizations and universities. It is argued that underperformance results from a system of incentives that motivates scientists to capture rents instead of conducting research and making discoveries. An in-depth case study of the National Research University — the Higher School of Economics serves as an illustration.
